“程警官，你就像我的第二个爸爸。”1月2日晚，武汉市公安局青山区分局（钢城分局）新沟桥派出所民警程波，手机上收到辖区租户小程的感谢信息，心里感到一阵暖意。
“Mr. Cheng, you're like a second father to me.” On the evening of January 2, Cheng Bo, a community police at the Xingou Bridge Police Station (Qingshan District, Wuhan), received a heart-warming thank you message from a tenant named Cheng.
他是群众口中的“金牌调解员”，是社区困难少年的“警察爸爸”，还是辖区商户的“娘家人”。从警二十六载，扎根社区十三年，民警程波传承“一所三英模”为民精神，把家安在拥有1.6万居民的光明社区。他充分运用“共同缔造”这把金钥匙，创新推出“联调共议”工作法，用心用情为民办实事，写下一个又一个“零”记录：零事故、零投诉、“民事转刑事”案件零发生。
He is the "Ace mediator" in everyone's eyes, the "loving father" of the community's troubled teenagers, and the "reliable supporter" of the businesses under his jurisdiction. In his 26-year career, Cheng Bo has been rooted in the community for 13 years: he always abides by the principle of being people-centered, and regards his work place, Guangming Community with 16,000 residents, as his own home. By making full use of the concept of "co-creation", he has created the mediation process of "joint investigation and consultation". As a result of his devotion, he has also set multiple records: zero accidents, zero complaints, and zero "civil to criminal" cases.
他是家门口的“金牌调解员”
The "Ace Mediator" in Guangming Community
武汉市青山区光明社区占地面积较大，青山印象城商圈坐落于此。这里人口稠密，产业、商业、住宅融合，老龄人口多、商户多，矛盾自然也多，纠纷调解类、求助类警情的数量占到了75％以上。
Guangming Community covers a large area in which Qingshan Impression City Shopping Center is located. Due to the dense population, the co-existence of business and housing, the large number of elderly people and street vendors, conflicts are inevitable. It is said that the number of civil mediation cases and help-seeking cases accounts for more than 75% of the cases accepted by the Xingou Bridge Police Station.
“张家长，李家短，王家两口吵得欢，老程知道马上管，将心比心把话谈。”这是一段在光明社区居民间传唱的快板词。社区民警程波每天在辖区来回跑，日均两万步，摸索出“2+N+X”联调共议这化解矛盾、定风波的金钥匙。
“Where there is a conflict, there is Cheng to mediate” is a popular saying among residents of the community. With an average of 20,000 steps every day, Cheng Bo has discovered the golden key to resolving conflicts and settling disputes is the “2+N+X” method.
程波向极目新闻记者介绍，“2”是指社区民警和公益律师，“N”是指社区群干、网格员、物业、业委会等人员，“X”是指相关职能部门。工作中，程波充分利用社区副书记的职务，在社区警务室设立警民联调中心，切实把各类纠纷解决在萌芽状态。
According to Cheng Bo, “2” refers to the community police and public interest lawyer, “N” includes the community worker, grid administrator, property management staff, and owners committee staff, while "X" refers to relevant functional departments. As the deputy secretary of the community, he set up a joint investigation center in the community police room so as to solve all kinds of disputes as early as possible.
“谢谢程管家，终于能睡上安稳觉了。”2022年3月，一起噪声扰民纠纷得到妥善调解，让陈太婆感受到了程管家的认真劲儿。
“Thank you, Mr. Cheng, I can finally get a good sleep.” In March 2022, after a case involving a noise complaint was properly settled, Mrs. Chen got to see first hand how dedicated Officer Cheng was to his duties.
原来，社区新建成一个篮球场，但投入使用后，每晚噪音扰民警情陡增，甚至有居民拿着喇叭喊话劝离打球的小伙子，双方剑拔弩张。“晚上打球声太大，吵得我整晚失眠。”陈太婆拉着程波吐苦水。
After the newly built basketball court in the community was put into use, there was a sharp increase in the noise complaints at night. Some residents even used loudspeakers to persuade the players to leave but both sides refused to compromise. “I can't sleep because of the noise.” Mrs. Chen complained to Cheng.
“来打球的都是街坊邻居，这个问题如果处理不好，很容易激化邻里矛盾。”程波发现苗头后，立即启动联调共议机制，联合社区、物业、业委会等多方共同协商，通过给篮球场加装围栏、明确开放时间、落实专人管理，促使纠纷有效化解。
“All of the players come from the same community. If this problem is not handled properly, it will easily escalate into a conflict.” Having realized this problem, Cheng Bo immediately launched a joint investigation and consultation process by negotiating with the relevant parties such as the community staff, property management staff, owner committee staff. The dispute was resolved by adding fences to the basketball court, establishing an opening time, and sending special personnel to manage the court.
噪音扰民不是个案。2022年元月，程波在走访中获悉，30楼居民刘爹爹家小孩经常拖动桌椅，发出噪音，引起29楼住户不满。该住户为“报复”，就在自家天花板上制造噪音，双方经常扯皮。程波带领社区干部、公益律师多次上门，通过耐心开导，邀请双方交换场景，到彼此家中感受噪音问题，最终将矛盾化解。
Likewise, in January, 2022, Cheng Bo learned during his visit that the child of Mr. Liu on the 30th floor constantly made noises by dragging tables and chairs, which made the residents downstairs unhappy. The resident on the 29th floor then made noise on his ceiling for "revenge" , hence both parties were often at odds. Cheng Bo along with community cadres and public interest lawyers paid them numerous visits. Through patient guidance, he invited the two sides to swap homes, and experience the noise the other lived through , and finally the conflict was resolved.
“程波对待居民像亲人一样，居民也把他当成家里人，他在社区有一批千里眼、顺风耳，社区里的大小事他都能掌握。”曾在光明社区担任书记的徐秀青说。
Xu Xiuqing, who once served as the Secretary of the Party Committee in Guangming community, said: “Cheng Bo is very close to the community residents. He treats them like his family, and they treat him similarly. He has a group of ‘informants’ to keep track of and inform him on what's happening in the community.”
他是困难少年的“警察爸爸”
The "Loving Father" of the Community's Troubled Teenagers
程管家不仅善于调解矛盾，还主动帮扶辖区内的独居老人和困难少年，逢年过节上门嘘寒问暖，为他们纾困解难。
Cheng is not only apt at mediating conflicts, but also takes the initiative to help the elderly living alone and troubled teenagers within the area. On holidays, he visits them and offers them assistance.
“程警官，你就像我的第二个爸爸，这份感激不表达，我心难安。”1月2日晚，程波手机上收到辖区租户小程的感谢信息，内心久久不能平静。
“Mr. Cheng, you're like a second father to me. My heart would not be at ease if I did not express the full extent of my gratitude.” On the evening of January 2, Cheng Bo received a thank you message that delighted him from a tenant named Xiao Cheng.
小程出生在一个贫困家庭，父母因感情不和分开，母亲离家，他从小由爷爷奶奶抚养长大。2021年，小程因打架斗殴被判缓刑，搬来社区的第一个冬天，程波上门登记流动人口时，见小程在没有空调的房间冻得瑟瑟发抖，他连忙给小程送去一些衣物御寒。
Born in a poor family where his parents choose to separate due to marital problems and his mother left the home, Xiao Cheng was brought up by his grandparents. In 2021, Xiao Cheng was put on probation for getting involved in a fight. In the first winter after moving to the community, Cheng Bo noticed Xiao Cheng shivering in a room without an air conditioner while they were conducting door-to-door registration of the migrant population. He later quickly sent some clothes to keep him warm.
“这孩子太需要关心了！”从司法部门了解小程的情况后，程波又找到他的心理医生了解其思想状况。从那时起，程波每次经过小程家时，都会上门关心他，顺手带来一些物资。
“This child needs a lot of attention!” After learning about Xiao Cheng's situation from the judicial department, Cheng Bo found his psychiatrist to better comprehend his psychological state. Since then, whenever Cheng Bo passes by Xiao Cheng's home, he pays him a visit and brings him some daily necessities.
“我俩都姓程，说不定几百年前是一家人呢，有困难你就找我。”程波告诉小程。久而久之，两人关系日渐融洽，一向不爱与人打交道的小程有心事也会对程波说。
“We have the same family name. Who knows, we might be from the same family line. If you ever need assistance, don't hesitate to turn to me for help”, Cheng Bo told Xiao Cheng. Over time, the two became close friends. Even Xiao Cheng, who doesn't like to socialize with others, will tell Cheng Bo if he has something on his mind.
“爷爷奶奶年纪大了，我想挣钱为家里出一份力，都怪我当初没好好读书。”2022年4月，小程找到程波倾诉。
In April, 2022, Cheng confided in to Cheng Bo saying: “My grandparents are getting older. I want to make money to help my family out. It's a shame I can only blame myself for not receiving a proper education .”
“你头脑灵活、动手能力强，别着急，我来想办法。”程波安慰道。
“You are smart and good with your hands. Don't worry, we will figure it out.” Cheng Bo comforted him.
因为小程学过一些关于弱电的维修知识，程波便将小程推荐到一家物业公司做维修工作，还专门找来一位电工老师傅带他。
Given that Xiao Cheng had some knowledge on weak current maintenance, he recommended him to work as a maintainer in a property management company and even found an experienced electrician to teach him.
领到第一个月工资，小程除了给爷爷奶奶买了水果，还拎着水果到警务室感谢程波，被其婉拒。看着眼前这个桀骜不驯的少年，成长为懂事小伙，程波感到十分欣慰。
After receiving his first pay check, Xiao Cheng bought fruits for his grandparents and took some to the police station to thank Cheng Bo, who politely declined. Cheng Bo was relieved to see that the once rebellious teenager had now matured into a considerate young man.
小程告诉极目新闻记者，第一个月工资虽然不多，但自己很开心，这是靠自身努力得到的报酬。谈起程波，小程脱口而出：“他是个好人，他比我爸都好！”
Xiao Cheng revealed that although his first salary was not much, he was delighted, for it was gained through his own efforts. Speaking of Cheng Bo, he blurted out: “He is kind-hearted and even better than my dad!”
“当社区民警就是要心里装着大家，一个社区就是一家人，一个都不能放弃。”程波说，他小时候也过过苦日子，接受过邻居们的帮助，他会把这份真情一直传递下去。
“A community police is to have everyone in his heart, since a community is like a family and no one should be left behind.” Cheng Bo also suffered greatly as a child and received help from his neighbors, which inspired him to pass on this good deed.
夫妻搭档一心扑在社区
A Couple Committed to Their Work
程波和妻子傅凌艳都是社区工作者，夫妻俩一个是社区民警，一个是社区副书记，经常一起动脑筋完善社区管理服务，被居民亲切地称为“社区夫妻档”。
As a matter of fact, Cheng Bo and his wife Fu Lingyan are both community workers. One is a community police, and the other the deputy secretary of the community. They, known as the "Community Couple", often work together to improve the community management services.
“只要见到程警官和傅书记这对身影，我们心窝子就暖乎乎的！”社区的一位老人说，“夫妻搭档并肩战，矛盾纠纷靠边站。”
“Whenever we see Mr. Cheng and his wife, our hearts feel warm!” An elderly member of the community said, “as long as the couple work side by side, conflicts and disputes will be set aside.”
青山印象城5楼以上是住宅，治安状况复杂，存在着电动自行车消防隐患、高空抛物治安隐患。傅凌艳得知这些隐患后，结合相关治理经验，向程波支招：这不仅要发挥“共同缔造”的作用，还得向科技借力。
The residential area is located above the 5th floor of Qingshan Impression City, and the security situation there is complex. There exists potential fire hazards from electric bikes and public safety hazards from objects hurled at great heights. Having learned of these hidden dangers, Fu Lingyan, told Cheng Bo based on her personal experience, that he should not only rely on collaboration, but also on technology.
随即，程波积极向青山公安汇报争取支持，启动“2+N+X”联调共议机制，协调物业、社区、印象城商业体、城管、工商、司法等多方力量，为小区18部电梯全部装上阻车系统，禁止电动自行车上楼入户，又在一楼建成充电停车棚，可容纳280台电动自行车。为治理高空抛物，程波又动员商场和相关部门安装了一批高清探头，高空抛物行为得到有效遏制，商场治安环境不断优化。
Soon, Cheng Bo reported the issue to the Qingshan Public Security Bureau for support and launched the “2+N+X” joint consultation process to equip all 18 elevators in the community with a system to prevent electric bicycles from being carried upstairs. They also built a parking/charging shed on the first floor, which can accommodate 280 electric bicycles. As for the other problem, Cheng mobilized shopping malls and related departments to install a number of high-definition cameras.
2022年以来，青山公安将打造一流法治化营商环境作为“一号工程”，率先成立“公安英模背包服务队”，身为“武汉市岗位学雷锋标兵”的程波也第一时间加入其中。
Since 2022, Qingshan Public Security has prioritized the building a first-class business environment governed by the law as its “No.1 Project”, and set up a "Model Mobile Public Security Service Team" accordingly. Cheng Bo, as the city's "Role Model of Learning from Lei Feng ", was first to join the team.
2022年11月，一商户和商场因租金问题争吵起来，程波与社区干部迅速赶来调解，在此过程中，双方不断进行着“口水战”。原来，商户暂停营业了一段时间，拖欠了商场租金，与商场协商减免租金未果，多次产生矛盾。程波再次启动联调共议工作机制，搭建沟通平台，一边普法，一边引导双方换位思考。在程波“婆婆嘴”多番调解下，商场、商户最终达成和解。
In November 2022, a merchant had a dispute with the mall over rent. Cheng Bo and the community cadres rushed to the scene to mediate, but all the while, both sides continued to engage in a "war of words". It turned out that the merchant had ceased operations for a period of time, defaulted on the rent, and failed to negotiate a rent reduction with the mall. Cheng Bo, once again, launched the process of joint coordination to build a communication platform and guide both sides to put themselves in each other's shoes while informing them of the law. Through Cheng's mediation, the shopping mall and merchant finally reached an agreement.
“谢谢程警官！不管是日常隐患，还是矛盾冲突，你一来，就像娘家人一样让我们感到心里踏实。”这是商户发自内心的感谢。商场相关负责人介绍，程波工作的社区警务室就在商场一楼，他随叫随到，2022年为商场妥善处理了10余起矛盾纠纷。
“Thank you, Mr. Cheng! Whether it's potential hazards or conflicts, your presence always make us feel at ease, just like that of a family.” This is the merchant's heartfelt thanks. According to a person in charge at the mall, the community police office where Cheng Bo worked was on the first floor of the mall. He was always on call and handled more than 10 disputes for the mall in 2022 alone.
“我一直以所里的三位全国公安英模为榜样，群众再小的事也是我的大事。只要以真心换真心，联动各方形成合力，就没有解不开的结。”程波说道。
“I have always looked up to the three national public security heroes in the institute as role models. No matter how trivial the issue is, it is my primary concern. No problem is insurmountable with sincerity and collaboration.” Cheng Bo said.
